Project of Citizens’ Participation in the Belgian Nuclear Energy Revival

01/06/25 – Creation of the White Electricity label

This White Electricity will be locally produced – low carbon – non intermittent – stable in price.

Of course, the major part of this electricity will be nuclear, but not only.

The initial number of prospects for this kind of product are estimated at 20.000 households, based on the number of people who signed Maarten Boudry’s petition in favour of nuclear power in 2020. But taking into account the growing popular support for this energy, it is certainly rather a low estimation.

This means that the cooperative could buy ~100 GWh/year from the Producer, if one considers that the average household’s electricity consumption is 3.500.. 4000 kWh/year.

The purchasing price would be the CFD price of Be-Nuc, which will be set at the beginning of the joint-venture between the Belgian State and Engie. According to former evaluation it should be ~80 €/MWh.

2. Evaluate the feasibility of the product (political, contractual,…)
3. Launch the selection process for an Organiser of the auctions

15/05/25 – Belgium cancels its nuclear phase-out law

The vote at the Belgian Parliament has revealed that 2/3 of the MP support now the prolongation of the nuclear reactors, and the construction of new ones. Only 30 representatives choosed abstention, those of the french-speaking left and extreme left, PS and PTB.

This moment has been celebrated by our organisation on the same date, with the participation of our Minister of Energy, Mathieu Bihet.

It is also an important milestone for our projet of citizens’ participation in the Belgian nuclear energy revival : it marks the beginning of our action plan

14/03/25 – 2 companies ready to operate the Belgian nuclear reactors

For us, it means that the scope of our project has changed. Initially, we wanted citizens to participate to the Long-Term Operation of the Tihange 1 reactor, and to pay its electricity at production cost.

Now that those professional actors are ready to operate this reactor, and all the others, our priority is to give the citizens the possibility to buy this nuclear electricity at the best price.

30/01/25 – scheduling of the project

1. Suite au succès de cette conférence, nous allons proposer à l’IE-NET (la FABI flamande) d’organiser une conférence similaire, avec un programme encore mieux ciblé. Nous pourrions ensuite faire une tournée dans toute la Belgique, car il est important que notre message soit relayé le plus possible ;

2. Notre Groupe de Travail confirme son souhait de créer une Coopérative de type Mankala pour poursuivre l’exploitation de Tihange1. La répartition des parts serait 50% EDF – 40% industriels – 10% citoyens ;

3. Nous gardons l’estimation de 1 milliard €, pour les travaux de révision décennale… et d’autres frais ;

4. Cette Coopérative Tihange1 assurerait le financement de la reprise et de la révision de Tihange1 (selon la clé 50-40-10). EDF en deviendrait l’exploitant à 100%, et reprendrait pour cela le personnel d’Engie ;

5. Pour constituer la part des citoyens, sans mettre en danger leur patrimoine, nous créerions une Association (de forme juridique encore à préciser), dont tous les citoyens et les PME seraient invités à acheter des parts. Ces parts leur seraient remboursées avec intérêts au terme des 10 ans de prolongation de Tihange1, et leur donneraient droit à son électricité au tarif coopérateur (à déterminer mais ~prix coûtant pour l’Association) au prorata de leur participation ;

6. Le projet de création de la Coopérative Tihange1 sera lancé réellement dès que la loi de 2003 sera abrogée… et c’est imminent ;

23/01/25 – quick-off conference in Gembloux.

Elle a rassemblé près de 200 personnes, ingénieurs et autres.
Les orateurs ont présenté la prolongation de Tihange1 comme une évidence.
Ils ont expliqué comment les citoyens et les industriels s’organisaient pour la rendre possible, dès que les conditions légales et réglementaires seront remplies.
L’assemblée, très interactive, a confirmé qu’une majorité de la population était favorable au nucléaire. Ses questions et ses commentaires nous ont appris que ce support était réfléchi, et donc durable !
